Solid Waste and Recycling
The city provides daily trash collection for utility customers. The city requires that all customers abide by the solid waste policies in order for the trash to be picked up on the scheduled day.
In order to ensure that your trash will be dumped please make sure to do abide by the following policies:
- All waste must be placed in the provided poly-kart or dumpster
- Poly-karts and dumpsters may not be over-filled
- Poly-karts must be placed at the street curb (or alley depending on your route) by 8:00 am on the designated trash day
- Poly-karts or dumpsters contain only allowable materials
- Dumpsters are not blocked by vehicles, or other objects
Those residential customers who have special needs and require assistance moving the poly-kart to the street for pickup should notify the city office at (785) 543-5234.

The city does not provide recycling pick-up for residential or commercial customers. The city does encourage all customers to utilize the recycling options which are available.
The Phillips County Landfill Recycling Center is located at 1799 Center Road. There is no charge for county residents to use this service. Paper, cardboard, plastics, glass, and aluminum, tin and steel cans are accepted for recycling.
The city provides recycling trailers at the Phillipsburg Water Plant, 46 E Santa Fe Road.

Solid Waste Responsibilities
The City of Phillipsburg Public Works Department operates the solid waste service for those customers who utilize the city utilities.
The refuse is collected and disposed of at the Phillips County Landfill, which is operated by Phillips County.
The City of Phillipsburg operates the solid waste program in a manner which complies with landfill regulations. The city pays Phillips County by the ton to deposit refuse in the landfill.
Dumpsters are available for weekly rental from the city. The dumpsters may only be used for solid waste as allowed in the solid waste policies.

The City of Phillipsburg does not collect any commercial or household hazardous wastes, (including paint, thinners, batteries, acids, poisons, pesticides, fertilizers, oil, tires, and other petroleum-based products, oil filters, etc.) as a part of the solid waste program.
Please contact the Phillips County Landfill at (785) 543-6880 for information on the disposal of hazardous wastes.
Grass, leaves, and tree limbs can not be accepted with regular solid waste pickup .
The city Yard Waste Pick-Up Program is available for a fee from April through November. Special yard waste poly-karts can be delivered to city residents and pick-up will be on either Tuesday or Thursday. The poly-karts will be picked up in November. The city also provides trucks on the weekends at no cost for residents to place either grass and leaves or tree limbs to be taken to the landfill.

Individuals may also take yard waste to the Phillips County Landfill at no charge if they so desire.
Solid waste that is not placed inside of a poly-kart or dumpster will not be collected.
If a solid waste customer puts trash next to the poly-kart / dumpster or overloads it, the customer will be notified of the violation and may be asked to to consider adding another poly-kart or dumpster.
If a solid waste customer puts trash next to the poly-kart / dumpster or overloads it a second time, the customer will be notified that a third violation will result in an additional poly-kart being delivered and an additional fee will be charged.
If three violations occur in a 24-month time period, an additional poly-kart will be required to be used for a minimum of six months. At the end of the six months the customer may return the additional poly-kart. Once the additional poly-kart is returned the violation policy will begin a new with the customer being allowed three violations.
If the poly-kart is damaged or stolen, the user will be responsible to pay the city the replacement cost of the poly-kart and any additional fees associated with collecting the payment.
The following items can not be accepted with the regular solid waste pick-up:
- Construction / remodeling materials including but not limited to concrete, concrete blocks, bricks, plasterboard, lumber, flooring, etc.
- Tires, batteries, oil, oil filers, paint, and all other commercial or household hazardous wastes
- Yard wastes
- Animal waste
Solid waste containers need to be set out at the curb by 8:00 am on the scheduled pick-up day. Containers that are not placed at the curb will not be picked up.
Any changes to the pick-up schedule for holidays, weather or other reasons will be announced on KKAN/KQMA and broadcast over the alert system.

Poly-karts may not be overloaded and the lid must be able to be completely closed. Those needing more than one poly-kart will be charged an additional fee per kart. City Code does require the poly-karts to be kept out of the front yard and off city right of way, except on the day of the pickup. It is unlawful for any person, firm or corporation to deposit waste in a poly-kart or dumpster, other than their own, with the intent of avoiding payment of solid waste charges.
Businesses must use either a poly-kart or a city-approved dumpster for solid waste collection. The City of Phillipsburg will provide a business with one poly-kart to put wast in. Waste may be put in bags however all bags must be put in the poly-kart. Poly-karts may not be overloaded and the lid must be able to be completely closed.
Those needing more than one poly-kart will be charged an additional fee per poly-kart. Those businesses who with to use a dumpster must purchase the dumpster. One dumpster will be allowed for the regular monthly fee and must not be overloaded. Dumpster lids must close. Those needing additional dumpsters will be charged an additional fee per dumpster. Dumpsters must be accessible to the solid waste truck. It is unlawful for any person, firm, or corporation to deposit waste in a poly-kart or dumpster, other than their own, with the intent of avoiding payment of solid waste charges.
Burning of any solid waste is not allowed within the city limits.
